Introduction
In our country, water as a scarce economic resource, has always had great influences on historical events, social relations and the development of civilization. We know that the average available water in each country, regardless of its in-between year variations, is a constant and specified amount. However, the demand for this item is ever-increasing for two reasons:

1. The world population, especially in the developing countries, is increasing on a regular basis.

2.In experience, economic development of these countries is always accompanied by higher living standards as a result of which per capita water consumption rate increases as well.

Therefore, the most essential issue with regard to planning water resources would be creating a logical balance between these limited resources and their ever-increasing consumption. For this reason, in order to establish such a conformity, constructing multi-purpose storage dams mainly to adjust river flows and then, to serve environmental, agricultural, industrial, drinking etc. needs in addition to generating hydro-electric energy and controlling floods is one of the best choices being considered. Regardless of controlling water, reducing its loss and increasing the irrigation efficiency is also one of the major steps for agricultural development and improving water/soil resources productivity. Moreover, operating modern irrigation systems to increase the efficiency along with using water in the agriculture sector are among important economical factors. Of course, while using modern systems, necessary controls for obtaining maximum efficiency should be considered as well. Also, in order to get maximum efficiency from the constructed networks, maintaining the system in accordance with the original designing principles or in other words, maintaining hydraulic installations and applying new irrigation methods are some other requirements.
